Accountant V supporting the HHSC Accounting Division with direct responsibilities to the Job Skills Development Manager. Performs highly complex (senior-level) accounting work. Work involves the development and training of accountants within the HHSC Accounting Division and peripheral accounting areas. Accountant V will assist in the development and coordination of all centralized training deliverables, CAPPS upgrade training, including training on accounting systems, procedures, and controls. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
• Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
• Serve as subject matter expert and job skill trainer providing training to the CFO Accounting Department and peripheral accounting payment processing staff through multiple training delivery solutions using standardized documentation, presentations, and SharePoint pages. 25%
• Assist in the development and organization of curriculum and resources to support training requirements for the Accounting Department. Conduct research and department coordination to meet identified training requirements. 25%
• Assist in the development of training curriculum to address business processes requiring attention as a result of critical audit finding, management input, and other identification methods. 25%
• Assist in the administration of a centralized training SharePoint site for online resources containing training documentation and resources. Additionally, assist in the management of an ongoing training calendar and administer training on topics for current staff (refresher training/updated training) and new hire training. 20%
• Performs other duties as assigned. 5%
Knowledge Skills Abilities:
• Knowledge of financial administration, budget control, and fiscal accounting; governmental accounting; budget control methods, policies, and procedures; and laws and regulations pertaining to fiscal operations
• Ability to effectively utilize digital programs to include state financial systems.
• Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
• Ability to operate with minimal guidance and effectively resolve issues without supervision.
• Strong communication and interpersonal skills, ability to prepare reports, and supervise the work of others.

Initial Selection Criteria:
• Graduation from an accredited four-year college or university with major coursework in business administration or a related field is generally preferred. Experience and education may be substituted for one another on a one-to-one basis.
• Minimum of five years experience and understanding of CAPPS Financials and Comptroller systems.
• Experience utilizing and administering SharePoint sites preferred.
• Experience developing and executing training programs preferred.
