Assistant Building Official

Leander, TX

Summary

Performs senior-level highly complex work.  Work involves supporting the Building Official in ensuring efficiency of Building Inspections Division operations through coordination of office and field functions; supervising and providing guidance to building inspectors; ensuring properties comply with structural, electrical, plumbing, mechanical, and other related codes, and Inspecting residential and commercial construction plans, ensuring structural, electrical, plumbing, and mechanical compliance with building, fire, and other related codes. Works under limited supervision with considerable latitude for the use of initiative and independent judgement.

Essential Duties & Required Qualifications

  • Completes performance evaluations and makes recommendations regarding hiring, termination, and discipline of employees.
  • Manages daily inspection workload, assigning work and monitoring the work performed.
  • Assists Building Official with development of the Division budget.
  • Monitors input and satisfaction of the development and permit process from builders, developers, and general public; recommends improvements to processes to enhance productivity and customer service.
  • Acts as Division manager in the absence of the Building Official.
  • Assists the Building Official in developing and implementing Division policies and procedures.
  • Assists the Fire Marshal in the investigation of fire related incidents and the evaluation of structures and their condition/safety. 
  • Makes onsite inspections during all phases of construction to ensure building compliance with various codes, including Southern Building Code Congress International, National Electric Code, and standard building, gas, plumbing, mechanical, and fire codes, and verifies compliance with zoning and other ordinances.
  • Acts as the Building Official in the Building Official’s absence.
  • Reviews residential and commercial plans and specifications for compliance with codes and city ordinances as part of the construction process.
  • Supervises direct reports, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 
  • Supervises the Building and Zoning Inspectors, answer Code related questions from the Inspectors.
  • Assists the Building Official with monthly reporting
  • Issues, approves, and assesses fees for general, electrical, plumbing, and gas permits and licenses prior to construction.
  • Maintains computer records and reports concerning inspections, licenses, permits, certificates, etc.
  • Consults with engineers, architects, builders, and contractors to discuss plans and compliance with various codes.
  • Prepares and writes departmental reports and correspondence.
  • Conducts required inspections during building condemnation procedures.
  • Answers questions in person and on telephone regarding, building ordinance compliance, and citizens' complaints.
  • Provides customer service to other departments and the public as needed.
  • Performs on site license checks of plumbers, electricians and others that are required to be licensed under city ordinance or State Plumbing License Law
  • Performs other duties as assigned.


Required Education and Experience

  • High school degree or its equivalent, AND 
  • A minimum of five years work experience in building and permitting inspection. 
  • A minimum of three years in a supervisory role. 


Required Certificates and Licenses

  • Licensed as a Plumbing Inspector by the State Board of Plumbing Examiners.
  • Certified in International Code Council as a Combination Inspector or Certified Building Official.
  • A valid driver’s license from any U.S. State (Approximately 50% driving time in a company vehicle). Must be able to obtain a Texas driver’s license within 90 days of hire. 


Preferred Qualifications

  • Six or more years building and permitting inspection experience.
  • Experience reviewing architectural, electrical, or plumbing/mechanical plans used in building construction.
  • Experience working for government entity such as City, State, County.
  • Experience with online permitting software.

Knowledge, Skills & Abilities

  • Knowledge of technical and administrative aspects of building inspections, building codes, and city ordinances; construction, plumbing, electrical systems, framing, foundation, and heating and air conditioning systems; contractor licenses; and regulations and guidelines prepared by state relative to the city's building inspection requirements.
  • Skill and ability to interpret and communicate to others zoning laws, building codes, and other related codes; read detailed blueprints; establish and maintain effective working relationships with other city employees, state and local government agencies, contractors, builders, and the general public; demonstrate proficiency in both oral and written communication.
  • Skill in using computers and related software applications.
  • Skill in handling multiple tasks and prioritizing.
  • Must be able to maintain a good driving record.
  • Must be able to wear city provided uniform and city issued personal protective equipment, steel-toed leather boots, gloves, eye protection, head protection, safety vest, and ear protection.
  • Workers must be in compliance with safety procedures and usage of safety equipment.
  • Workers must be able to follow safety procedures and usage of safety equipment to ensure personal, public, and personnel safety.
  • Ability to work hours other than the regular daytime schedule such as shift work, on call, or emergency response situations (i.e., early-mornings, afternoons, evenings, and late-nights shifts, weekends).
