Summary

Performs mid-level moderately complex work assisting the Emergency Management Coordinator in a wide variety of duties associated with the City’s preparation for, response to, and recovery from natural or man-made emergencies and disasters, pandemics, and acts of terrorism including program activities and community preparedness. Generally, this position works under moderate supervision, with moderate latitude for the use of initiative and independent judgment. This is a civilian position, not subject to civil service.


Essential Duties & Required Qualifications

  • Prepares, maintains, and updates emergency plans and associated procedures or guidelines. Examples include multi-hazard mitigation, continuity of operations, debris management plan, or special events plans.
  • Serves as the primary coordinator and supervisor for the Citizens Emergency Response Team (CERT) volunteers.
  • Assists with development of local threat and hazard analysis.
  • Plans, coordinates, conducts, and participates in Homeland Security and Evaluation Program (HSEEP) compliant exercises and drills. Develop after-action reports (AAR) and improvement plans (IP).
  • Conducts Incident Command System (ICS), emergency management and preparedness training.
  • Assists in the development and management of Homeland Security and Emergency Management grants, and other related projects as assigned.
  • Assists in the development and delivery of disaster preparedness presentations for the public and civic organizations.
  • Prepares situational and statistical reports as assigned.
  • Responsible for instructing city personnel and volunteers on a variety of emergency management topics.
  • Represents the City of Leander on regional planning committees related to Homeland Security and Emergency Management, as assigned.
  • Reports to the Emergency Operations Center in times of emergency.
  • May serve as the on-call Duty Officer on a rotational basis, working weekends, evenings shifts, and holidays, as assigned.
  • Performs other related duties as assigned.


Required Education and Experience

  • Ability to work hours other than the regular daytime schedule such as on-call or emergency response situations.

AND, 

  • Associate’s degree from an accredited college or university in a closely related field.
  • Minimum of three years of professional emergency management or public safety experience.

OR, 

  • Combination of five or more years of experience and education in emergency management may substitute for the education requirements at the discretion of Department leadership.


Required Certificate and Licenses

  • Valid Class "C" Driver's License from any U.S. State. Must be able to obtain a Texas license within 90 days of hire, per state law.
  • Must possess the following certifications or licenses: ICS - 100, 200, 300, 400, 700, and 800, or have the ability to acquire them within the first year of employment.
  • Must possess a certificate for the following courses, or have the ability to acquire them within two years of hire date:
  1. Texas Division of Emergency Management (TDEM) Incident Command System (ICS) Instructor Certification.
  2. Associate Emergency Manager (AEM) or certified Emergency Manager (CEM) certification, from the International Association of Emergency Managers (IAEM), OR the Texas Emergency Manager (TEM) certification, from the Emergency Managers Association of Texas (EMAT).


Preferred Qualifications

  • Bachelor’s degree from an accredited college or university in a closely related field.
  • Minimum of six years or more of professional emergency management experience.
  • Experience working for a government entity, such as a City, State, or County.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Skill in handling multiple tasks and prioritizing.
  • Ability to work hours other than the regular day time schedule such as shiftwork, on call, or emergency response situations.
  • Ability to direct complex projects.
  • Skilled in data analysis and problem solving.
  • Ability to communicate complex and technical issues in nontechnical terms to the general public.
  • Ability to plan and execute strategic operations.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.

Physical Demands & Additional Information

While performing the duties of this job, the employee is regularly required to stand, walk, sit, use hands to handle and feel items, reach with hands and arms, climb or balance, stoop, kneel, talk, and hear. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.
