Austin Water Operations & Maintenance Division Manager

This position is a blended position that oversees Asset Management, 24/7 Dispatch Services and IT Business Systems Analysts / IT Support Analysts focused on the computerized maintenance / automated asset management systems.


Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


  1. Develops, executes, and evaluates strategic short-range and long-range plans and criteria for a variety of projects, programs, and division activities.
  2. Coordinates facility, process, and project activities within the division, between other Utility divisions and City departments, and with outside consultants, engineers, associations, regulatory agencies, neighborhood associations, and the general public.
  3. Evaluates programs for effectiveness and accomplishment of goals.
  4. Generates and analyzes data to discern patterns, discrepancies, and opportunities for process improvements.
  5. Prepares, consolidates, and monitors division-wide budget based on budgets for plants, laboratories, and treatment infrastructure.
  6. Contributes to writing specifications for requests for proposal (RFPs) or requests for quotes (RFQs), evaluates bid proposals, and recommends or approves contractor selection.
  7. Develops, reviews, revises, and approves procedures and specifications for plant, field, or laboratory operations; equipment; and technical instrumentation; analytical testing procedures; quality control programs; safety programs; and training programs.
  8. Interprets, explains, and ensures compliance with applicable policies, procedures, ordinances, and Federal and State regulations.
  9. Facilitates, conducts, and attends meetings and represents the division, department, and City.
  10. Provides technical advice and assistance to internal and external customers.


Responsibilities- Supervision and/or Leadership Exercised:

Performs the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

  • Ability to meet and maintain driver eligibility detailed in the City of Austin Driver Safety Program.


Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a relevant field of study, plus six (6) years of progressively responsible experience related to the activities of the division, including three (3) years of experience which were in a supervisory or management capacity.
  • Experience may substitute for the education up to the maximum of four (4) years.

Licenses or Certifications: No licenses required.


Preferred Qualifications:

  • Management experience developing a strategic plan for a division and managing day-to-day operations and staff to meet division goals such as schedule and resource planning, and implementing quality controls
  • Experience in fiscal planning and budget preparation for a division
  • Ability to provide strategic leadership in the best practices utilizing the Asset Management Systems (AMS) / Computerized Maintenance Management Systems (CMMS) for operation and preventive maintenance planning, materials management, purchasing, dispatching and field coordination support
  • Experience developing and implementing reports, standard operating procedures, work processes, defining standards and evaluating the effectiveness of an asset management program area by creating and monitoring key business metrics and performance
  • Experience developing, implementing and evaluating procedures and activities related to the operation of a 24-hour customer service support center
  • Knowledge of contracts, purchasing and procurement methods, procedures, regulations and key business metrics for material management
  • Function as subject matter expert between business units and information technology support personnel and other stakeholders to meet asset management requirements
  • Ability to travel to more than one work location
