Summary: Under the direction of the Public Works Director, this position is responsible for coordinating energy, water, and natural resource conservation programs, project, and plans. Will promote water conservation to utility customers and other groups through educational programs and outreach efforts. 


Essential Duties and Responsibilities

·        Design, develop, implement and evaluate educational or outreach programs that promote energy, water, or natural resource conservation awareness and initiatives;

·        Coordinate and manage educational and outreach events, small projects, contracts, marketing, and on-line literature content to promote energy, water, or natural resources conservation awareness and initiatives;

·        Analyze energy, water, and natural resource conservation-related research findings to inform and make recommendations on program structure and delivery to City leadership;

·        Develop, establish, and manage service agreements with other programs, departments, and agencies;

·        Research energy, water, and natural resource conservation policies, best practices, and legislation to recommend changes to conservation initiatives;

·        Prepare studies, reports, briefs, or other written materials on energy, water, or natural resource conservation to inform customers, and City leadership;

·        Provide analytical support for program development;

·        Prepare grant application to obtain funding for programs related to energy, water, and natural resource conservation;

·        Review permit and plan revisions with project engineers and contractors;

·        Review, evaluate, and recommend changes to technical reports, studies, and other department written material;

·        Provide technical advice to conservation program participants; and

·        Other related duties as assigned.



Occasional Duties and Responsibilities

·        Collaborate with other departments and citizens when conservation efforts arise.

·        May have to travel or work nights or weekends.


Supervisory Responsibilities:

May provide leadership, lead cross-functional and departmental conservation project teams, work assignments, evaluation, training and guidance to others.

 

Required Education and/or Experience:

ü Bachelor’s degree from an accredited college or university with major coursework in Environmental Studies, Natural Science, Resource Management, Business, Architecture, Planning, or in a field related to the job.

ü Four (4) years of related experience.

ü Master’s degree or higher in a related field may substitute for two (2) years of related experience.


Preferred Qualifications:

ü Experience working in city, county or state government.

ü Experience presenting program information, delivering presentations, and public speaking.

ü Experience working with diverse groups of people including elected and governmental officials and stakeholders.

ü Experience with project management.

ü Experience preparing grant applications.

·        Energy or water efficiency technologies, practices, programs, and rebate requirements.

·        Applicable building codes, and of energy or water retrofit requirements and specifications.

·        Department of Energy and water resource initiatives and targets.

·        Federal State, and local laws.

·        City practices, policies, and procedures.

·        Establish and maintain good working relationships with City employees and the public.
