The Texas Workforce Commission (TWC) is seeking a Contract Specialist II to join the Business Operations Department. This position is located at 101 E. 15th St., Austin, TX 78778.


The Contract Specialist II performs complex (journey-level) contract management work with the agency's leasing and property management team. Work involves developing and managing leases and other facilities-related contracts. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.


GENERAL DUTIES:

-Provides technical assistance in the management of leases and other facilities-related contracts.

-Administers the payment of rent, and other other facilities-related expenses.

-Serves as a liaison with landlords and contractors.

-Performs an array of technical and administrative activities in support of the agency's facilities and property management team.


KNOWLEDGE, SKILLS, and ABILITIES:

-Knowledge of contracting regulations, of negotiating contracts, of developing contracts, of business administration and accounting principles and practices, and of policies and procedures of contract management.

-Ability to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; to communicate effectively; and to train others.

Skill in operating a personal computer and in using applicable software.


PREFERRED QUALIFICATIONS:

-Two or more years' experience in commercial lease administration, or facilities management

-CTCM Certification

-CTPM Certification


MINIMUM QUALIFICATIONS:

-Completion of two years (60 semester hours) of accredited college work, plus two years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.

-One additional year (30 semester hours) of accredited college work may be substituted for the year of required experience.

-One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.

-One year of full-time in-service experience classified as a Contract Specialist I with regular status will satisfy the minimum qualifications


The salary for this position is $3081.33 - $3974.00 per month, depending on qualifications.
