Position Overview:

The Emergency Plans Officer is responsible for providing development, coordination, and implementation of components of the Austin Water Emergency Response Plan and Emergency Management program, often during an emergency or urgent situation. They will be responsible for assisting with software system administration, education and training, plan development and review, presentations, and the development of policies and reports. The EPO operates aspects of the Austin Water Department Operations Center, following the principles of the National Incident Management System, attends meetings, liaises with stakeholders, represents the utility in exercises and functions, and may assist with budget issues.


The Emergency Plans Officer Senior is a shared position between Austin Water and HSEM to improve communication, operational awareness, and response during incidents and emergencies between the two departments. This position is responsible for assisting in the implementation and coordination of Austin Water’s Emergency Management Program and is an onsite liaison between Austin Water and HSEM and lead utility efforts to promote neighborhood resilience; organizing and facilitating community resilience and engagement meetings with diverse communities and applicable stakeholders that focuses on building and cultivating strong relationships with local and diverse community partners, volunteers, other service providers, and the public.



Minimum Qualifications:

Education and/or Equivalent Experience:


Emergency Plans Officer:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Liberal Arts, Public Administration, Business Management, or equivalent military curriculum, plus two (2) years of experience in the public safety field, which may include emergency management, fire service, law enforcement, or emergency medical services, military service, industrial safety, business disaster recovery, or a related field.
  • Graduation with a Master’s degree in a government, management, or scientific field may substitute for one (1) year of required experience.

Licenses and Certifications Required:

  • Valid Class “C” Texas Driver’s License.
  • Certified Emergency Manager by the International Association of Emergency Managers or ability to acquire certification within two (2) years of employment.


Emergency Plans Officer Senior:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Liberal Arts, Public Administration, Business Management, or equivalent military curriculum plus three (3) years experience in the public safety field, which may include emergency management, fire service, law enforcement, or emergency medical services, military service, industrial safety, business disaster recovery, or related field.
  • Graduation with a Master’s degree from an accredited college or university with major coursework in a government, management, or scientific field may substitute for one (1) year of required experience.

Licenses and Certifications Required:

Valid Class “C” Texas Driver’s License.

Certified Emergency Manager by the International Association of Emergency Managers or ability to acquire certification within two years of employment



Preferred Qualifications:

  • Effectively communicate clearly and concisely with internal and external customers while exercising tact, patience, and discretion in a professional manner.
  • Experience writing and presenting Standard Operations Procedures, Emergency Preparedness and Response plans, and/or Continuity of Operations plans
  • Experience facilitating and delivering training related to the National Incident Management System (NIMS) and Incident Command System (ICS)
  • Experience coordinating projects, productions, teams, and/or operations centers
  • Experience facilitating and conducting drills, workshops, and exercises related to emergency planning and response
  • Experience with database systems/software solutions for emergency preparedness and response, data analysis, records management, continuity planning, and real-time information-sharing
  • Intermediate or higher proficiency with Microsoft Office platforms (Excel, Outlook, PowerPoint, Word, Teams)

Hours:

7:00 AM – 4:00 PM Monday-Friday with some flexibility, or other hours as required or needed for emergency activations.

Waller Creek Center - 625 East 10th Street, Austin, TX



Pay Range:

This position will be filled at one of the following levels depending upon candidate qualifications:

Emergency Plans Officer: $24.10 – $30.72 per hour

Emergency Plans Officer Senior: $25.05 – $32.56 per hour
