IT Application Consultant

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Lead application architecture, development, standards, system integration, quality, testing, or support/maintenance tasks
  2. Provide technical leadership by establishing and communicating standards and processes to ensure total software quality throughout the development and operational lifecycle for applications or systems created and/or maintained by a team of IT professionals
  3. Establishes and communicates testing and validation policies, standards, processes, and procedures to ensure the integrity of software quality assurance throughout the organization.
  4. Lead internal audits to measure, identify areas of high risk, and assure adherence to established QA and security standards
  5. Work closely with project teams to understand and assess requirements and make implementation recommendations for possible software solutions
  6. Work closely with application development teams to ensure portfolio of applications is consistent with modern industry best standards/practices, is maintainable with available resources and systems, and make technical roadmap recommendations
  7. Create test strategy and oversee execution of test plans and test scripts for software development, integration, upgrades, enhancements, fixes, and operations/maintenance including: functional, regression, system integration, load, performance, compliance, and user acceptance
  8. Review and analyze formal test results in order to discover, track, and help resolve defects, variances, and configuration and functionality problems, and to identify improvements
  9. Plan and manage application maintenance processes and activities including provisioning, disaster recovery, proactive troubleshooting, performance monitoring and problem management
  10. Analyze complex business processes and requirements, use cases, wire frames, technical specifications and software/system functionality
  11. 11. Work with cross functional teams, including business systems analysts, project, technical, customer and vendor

  • Advanced knowledge of current industry standards and best practices in software quality assurance

  • Skill in selecting and using training/instructional methods and procedures appropriate for the situation when learning or teaching new concepts
  • Skill in facilitating meetings of diverse stakeholders

  • Ability to document application architecture by means of UML using COA standard toolset
  • Ability to design, develop and execute customized end-to-end testing solutions
  • Ability to design and track metrics

Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job, plus four (4) years of related experience, including at least 3 years of quality testing or quality assurance related experience.
  • Master's Degree in a related field may substitute for two (2) years of experience
  • Experience may substitute for education up to four (4) years 


Licenses or Certifications: None


Preferred Qualifications:

  • Experience developing and supporting Geographic Information Systems (GIS) applications (Desktop, Enterprise, and ArcGIS Online/Portal)
  • Experience providing technical leadership, establishing and communicating standards, and ensuring software quality
  • Demonstrated experience with JavaScript, JavaScript frameworks and Cascading Style Sheets (CSS)
  • Demonstrated experience with design, development, testing and maintenance of complex web-based applications using Agile Methodology
  • Demonstrated experience with application development using Microsoft .NET
  • Demonstrated experience in Service Oriented Architecture, including Representational State Transfer (REST) services
  • Demonstrated experience with database design and development
  • Experience managing software development lifecycle and its associated documentation
  • Demonstrated experience with version control software
  • Ability to travel to more than one work location
