The HHSC CFO Office is hiring a Management Analyst III to support a variety of division functions including recruiting, onboarding/offboarding, workforce development, SharePoint site maintenance, program and process development, and special projects. This role supports multiple directors, managers and staff.
The Strategic Support unit in the CFO Business Support Division is a team of professionals facilitating and supporting the CFO employee experience at HHSC. This role supports multiple directors and section managers in performing complex program, administrative and policy analysis functions. This role drives workforce recruiting processes, retention and staffing processes, developing and maintaining division LinkedIn and SharePoint sites, supporting onboarding and offboarding activities, creating and maintaining measurement and tracking tools to report program progress, developing and improving process documents, drafting and maintaining job descriptions, salary actions and audits, contributing to implementing and improving organizational programs and processes; tracking and monitoring program goals, objectives and progress; tracking and communicating timelines and priorities.
This position is classified as a full-time position (40 hours a week). This position may telework or work onsite consistent with HHSC telework policies. Applicants must be available and willing to work onsite in Austin when directed.
Essential Job Functions:
Coordinates and performs onboarding/offboarding processes, including processing documents for new hires, ID badge processing. completing communications with incoming new hires, management and program support divisions.
Conducts regular reviews, maintenance and updates to division onboarding SharePoint tools and provisions site permissions for each incoming cohort of new hires.
Completes regular updates to division Organizational Charts for publishing to agency intranet, publishes updates to internal SharePoint sites and communicates changes department-wide.
Supports division management with general human resources personnel actions and research, CAPPS hiring and separation activities and processes, identifies and remediates issues and follows through to resolution.
Performs a variety of recruiting activities, such as screening employment applications, coordinating and scheduling virtual and in-person interviews and testing for job applicants, and completing due diligence tasks.
Submits and tracks service requests for staff additions, moves, changes and separations, meeting prescribed deadlines.
Logs and tracks progress of personnel actions, recruiting activities, internal audits, job audits and action memos and budget requests and provides status updates to division management.
Performs research, compiles and maintains information to draft position descriptions, action memos, contractor solicitations, job audits and job postings.
Coordinates and tracks position movement data and records, and provides division leadership with reports on workforce structure, hiring metrics, space allocation, office moves and hoteling assignments.
Develops and revises administrative and program policies, processes, standards, and methods related to recruiting, retention, learning and development and employee engagement within the division and publishes on internal SharePoint sites.
Participates on agency administrative workgroups and committees, as assigned.
Assists with planning and coordinating division all staff meetings and department-wide events, prepares agenda and presentation slides, communicates with presenters, conducts virtual and in-person meeting activities and initiates after-meeting activities.
Schedules and reschedules division and unit meetings, meeting rooms through facility scheduler or calendar and communicates schedule changes.
Conducts a variety of special projects related to organizational management, staffing, and learning and development programs.
Develops routine familiarity of technical terminology, human resources terminology and metrics methodology, project and software development life cycles, legislative life cycle, budget/contract terminology and technology operations life cycle.
Performs related work as assigned.
Knowledge Skills Abilities:

Registration or Licensure Requirements:
None required. Prefer Business Process Analysis certification.
Initial Selection Criteria:
Graduation from an accredited four-year college or university with a bachelor's degree with a preference for coursework in business, finance, government, or similar subject matters. Experience and education may be substituted on a year for year basis.
Two years' experience in business, human resources, finance or a related field.
