Planner I or II
This position will be filled at the Planner I or II level, depending upon qualifications.
Planner I:
Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Researches and reviews urban land development proposals and studies. Provides research information to more senior level planners as requested.
- Reviews preliminary site plans and prepares comments for zoning, land use, annexation, and variance cases.
- Meets with members of the public, developers, and other city officials to respond to questions that are relevant to a specific planning area or to planning in general.
- Provides technical planning assistance to the general public, developers and other city officials.
- Prepares reports and make presentations at public hearings regarding land use and other planning related initiatives.
- Reviews subdivision plats and site plans for compliance with local regulations and ordinances.
- Compiles data/information for reports and cost estimates.
- Analyzes data to discover patterns and/or discrepancies.
- Documents data and findings on appropriate forms/logs.
- Draws plans, diagrams, graphs, tables, charts, and maps using drafting and drawing tools.

- Knowledge of computer mapping and graphics technology.
- Knowledge of Geographic Information Systems (GIS).

Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or related field.
- Experience may substitute for education up to the maximum of four (4) years.
Licenses and Certifications Required: None.
Planner II:
Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Researches and reviews urban land development proposals and studies.
- Reviews preliminary site plans and prepares comments for zoning, land use, annexation, and variance cases. .Studies procedural, ordinance, charter changes to analyze the impact on planning proposals and studies.
- Meets with and answers questions from citizens, developers, and other city officials by providing technical planning assistance.
- Prepares reports and make presentations at public hearings regarding land use and other planning related activities.
- Assists in interpreting, explaining, and enforcing city policies and procedures concerning building and land development codes and specifications.
- Reviews subdivision plats and site plans for compliance with local regulations and ordinances. Conducts field checks to verify the accuracy of data.
- Coordinates activities of various planning boards and committees
- Compiles data and information for reports and cost estimates. Calculates figures for reports.
- Develops and conducts public information and education programs.
- Assists with coordinating division/section activities with other city staff and assists in coordinating and conducting meetings between consultants, public, and City staff.

Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college with major coursework in Planning, Geography, Social Science, Landscape Architecture, or a planning related field, plus two(2) years of experience in planning related work.
- Twelve (12) semester hours of relevant graduate college course work may substitute for six months of required experience with a maximum substitution of two (2) years.
- Experience may substitute for the education up to the maximum of four (4) years.
Licenses and Certifications Required: None
Preferred Qualifications:
- Experience with planning, especially related to water resources and water/wastewater infrastructure planning, in the context of climate change adaptation, community resilience, racial equity, and environmental justice.
- Experience using land use, development, and population & employment forecast-related data for planning, especially related to water resources and water/wastewater infrastructure planning,
- Experience using GIS for geospatial data creation, manipulation, analysis, planning, and development of maps and visualizations.
- Experience using statistical methods and analysis approaches.
- Strong ability to understand and communicate complex technical information to a diverse audience using a variety of methods including written reports, print and web content, formal and informal written and oral communication, and data visualization.
- Experience identifying and building collaborative relationships with diverse individuals, groups, and work units for successful project or program implementation.
