Planner I or II

Austin, TX

This position will be filled at the Planner I or II level, depending upon qualifications.


Planner I:


Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Researches and reviews urban land development proposals and studies. Provides research information to more senior level planners as requested.
  2. Reviews preliminary site plans and prepares comments for zoning, land use, annexation, and variance cases.
  3. Meets with members of the public, developers, and other city officials to respond to questions that are relevant to a specific planning area or to planning in general.
  4. Provides technical planning assistance to the general public, developers and other city officials.
  5. Prepares reports and make presentations at public hearings regarding land use and other planning related initiatives.
  6. Reviews subdivision plats and site plans for compliance with local regulations and ordinances.
  7. Compiles data/information for reports and cost estimates.
  8. Analyzes data to discover patterns and/or discrepancies.
  9. Documents data and findings on appropriate forms/logs.
  10. Draws plans, diagrams, graphs, tables, charts, and maps using drafting and drawing tools.

  • Knowledge of computer mapping and graphics technology.
  • Knowledge of Geographic Information Systems (GIS).
  • Knowledge of city practice, policy and procedures.
  • Skill in oral and written communication.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software.
  • Skill in data analysis and problem solving.
  • Skill in planning and organizing.
  • Ability to collect, analyze, and interpret applicable research data and presenting it in a clear and concise manner.
  • Ability to explain and enforce City policies.
  • Ability to work with frequent interruptions and changes in priorities.
  • Ability to establish and maintain good working relationships with other city employees and the public.


Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Planning, Geography, Social Science, Landscape Architecture, or related field.
  • Experience may substitute for education up to the maximum of four (4) years.


Licenses and Certifications Required: None.



Planner II:


Duties, Functions and Responsibilities: Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


  1. Researches and reviews urban land development proposals and studies.
  2. Reviews preliminary site plans and prepares comments for zoning, land use, annexation, and variance cases. .Studies procedural, ordinance, charter changes to analyze the impact on planning proposals and studies.
  3. Meets with and answers questions from citizens, developers, and other city officials by providing technical planning assistance.
  4. Prepares reports and make presentations at public hearings regarding land use and other planning related activities.
  5. Assists in interpreting, explaining, and enforcing city policies and procedures concerning building and land development codes and specifications.
  6. Reviews subdivision plats and site plans for compliance with local regulations and ordinances. Conducts field checks to verify the accuracy of data.
  7. Coordinates activities of various planning boards and committees
  8. Compiles data and information for reports and cost estimates. Calculates figures for reports.
  9. Develops and conducts public information and education programs.
  10. Assists with coordinating division/section activities with other city staff and assists in coordinating and conducting meetings between consultants, public, and City staff.

  • Ability to establish and maintaining good working relationships with other City employees and the public.


Minimum Qualifications:

  • Graduation with a Bachelor’s degree from an accredited college with major coursework in Planning, Geography, Social Science, Landscape Architecture, or a planning related field, plus two(2) years of experience in planning related work.
  • Twelve (12) semester hours of relevant graduate college course work may substitute for six months of required experience with a maximum substitution of two (2) years.
  • Experience may substitute for the education up to the maximum of four (4) years.


Licenses and Certifications Required: None


Preferred Qualifications:

  • Experience with planning, especially related to water resources and water/wastewater infrastructure planning, in the context of climate change adaptation, community resilience, racial equity, and environmental justice.
  • Experience using land use, development, and population & employment forecast-related data for planning, especially related to water resources and water/wastewater infrastructure planning,
  • Experience using GIS for geospatial data creation, manipulation, analysis, planning, and development of maps and visualizations.
  • Experience using statistical methods and analysis approaches.
  • Strong ability to understand and communicate complex technical information to a diverse audience using a variety of methods including written reports, print and web content, formal and informal written and oral communication, and data visualization.
  • Experience identifying and building collaborative relationships with diverse individuals, groups, and work units for successful project or program implementation.
