Qualifications - External

KEY QUALIFICATIONS


  • Experience with planning, coordinating, or managing projects.
  • Experience managing contracts and tracking contract deliverables and expenditures.
  • Experience preparing and reviewing technical documents such as reports, project plans, operating procedures, or other quality assurance documentation.
  • Experience developing and reviewing contract documents, such as scopes of work, specifications, and/or budgets.

 

HERE’S WHAT YOU’LL BE DOING...


  • Prepare complex network-related agreements and contracts including project schedules, scope of works, and contract and budget related documents. Review and track contractor deliverables and expenditures to ensure compliance with contractual requirements and state and federal network objectives. Assist with the tracking and audit coordination of agency asset inventory.
  • Coordinate air monitoring activities, meetings, and technical assistance requests of contract operators. Conduct complex field visits at contract operator sites to ensure compliance with project procedures and objectives. Track contract operator training requirements to ensure compliance with project deliverables.
  • Assist with the review, development, and update of network quality assurance documents, procedures, and reports. Coordinate the review of technical documents, including quality assurance project plans and quality management plans. Ensure documents meet formatting and accessibility requirements.
  • Report project progress to other division staff. Coordinate and participate in performance evaluation and technical systems audits. Organize and track completion of correction actions. Participate in meetings and discussions with other agency divisions and external customers regarding network activities.
  • Participate in the review and evaluation of project documents. Maintain proficiency of contract management and project management procedures and provide training to other division and contractor staff.   

 

EDUCATION & EXPERIENCE


  • A bachelor’s degree from an accredited college or university with a major in engineering, basic science, mathematics, environmental science, computer science or a related field, plus two years of full-time experience in performing engineering, technical, or related assignments.

OR


  • A master’s degree from an accredited college or university in the specified fields plus one year of full-time experience in performing engineering, technical, or related assignments.

Substitute Qualifications


  • Passing the Fundamentals of Engineering examination may be substituted for six months of the required experience.
  • One year of full-time experience in performing engineering, technical, or related assignments may be substituted for each year of the required education.
