Telecommunications Network Planner Sr

At a senior level, focuses on telecommunications network planning. Responsible for developing a thorough, long-range, data-driven plan in support of telecommunications needs. This position utilizes in-depth knowledge of best practices and experience in own discipline to provide and improve services. Takes a new perspective to solve complex problems. Works independently and receives minimal guidance. Acts as a resource for colleagues with less experience. May direct the work of other staff members.


  • Coordinates interdisciplinary technical teams through the business case analysis and the development of project scopes and cost estimates.
  • Captures and analyzes current and evolving telecom requirements from internal and external stakeholders, stays up to date with telecom technologies, solutions and regulations.
  • Collects, organizes and analyzes engineering metrics for telecommunications systems and uses insights from the analysis to develop informed, comprehensive technical asset plans to improve business performance in the medium and longer term.
  • Recommends asset condition based and criteria driven capital projects to management and seeks approval from external stakeholders.
  • Coordinates, plans, updates, and supports all telecom projects and related activities for radio, microwave, and fiber optic networks & systems to meet the needs of internal and external customers.
  • Supports researching new technologies, investigating implementation strategies, and drives the conceptual development of innovative projects and solutions in collaboration with the Telecom Engineering and Operations departments.
  • Collaborates with other business areas outside of Transmission to understand business needs. Solutions and services may involve private radio networks & systems, fiber optic networks & systems, microwave networks & systems, smart grid communications networks, leased wired & wireless telecom services.
  • Works with Transmission Operations management on infrastructure and network planning to support 7x24 operational support projects.
  • Coordinates development of technical policies and criteria relating to telecommunications assets.
  • Develops and implements processes, tools and documentation.
  • Serves on various internal committees. Builds and maintains effective relationships with internal and external customers and stakeholders.
  • Develops and delivers various reports and presentations to management and other stakeholders.

  • Knowledge of telecommunications/transport networks including but not limited to private radio networks and systems, fiber optic networks and systems, microwave networks and systems, smart grid communications networks, firewalls, leased wired and wireless telecom services
  • Knowledge of telecom planning frameworks
  • Knowledge of project management methods and concepts
  • Knowledge of engineering principles
  • Knowledge of DWDM, MPLS, Network Operations, IP Networking, NERC Transmission Planning Reliability Standards, FCC regulations, and ERCOT market rules
  • Skill in planning, scheduling, prioritizing and coordinating work within assigned work area
  • Skill in providing leadership, direction and supervision to staff
  • Skill in using work management systems
  • Skill in analyzing and solving complex technical problems

Minimum Requirements ---

Nine or more years of experience in planning for telecommunications/transport networks or related experience. A degree(s) in engineering, electrical power theory, network systems, telecommunications or relevant field may be substituted per LCRA guidelines for certain years of experience.
