This position will be filled at the Water Protection Specialist, or the Water Protection Specialist Senior level, depending on the selected candidate's qualifications.


Water Protection Specialist


Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Inspect commercial and residential buildings and sites to ensure compliance with city, state and federal regulations.
  2. Assist in negotiating resolution and initiating enforcement proceedings of water protection and cross connection control issues of diverse scope and complexity.
  3. Interpret and explain City policies and procedures, and provide technical information, training, and guidance, and support to internal and external customers. Answer citizen and customer inquiries and complaints.
  4. Review plans, specifications, designs, and proposals with development representatives to achieve final plans in compliance with applicable regulations.
  5. Collect, process, analyze, and evaluate information and data submitted within applications, registrations, contracts, schedules, proposals, test and maintenance reports, and other documents to obtain approvals, recommendations, and assess compliance with applicable regulations.
  6. Participate in and report on investigations, audits, surveillance, monitoring, pressure differential gauge testing, inspections, surveys, sampling, research, training, outreach and recognition events, registrations, enforcement, and other water protection and cross connection control related activities.
  7. Assist in case file preparation, initiate and participate in administrative, civil, and criminal enforcement proceedings and provide testimony in legal proceedings for alleged violations of regulations.
  8. Participate in public outreach efforts, initiatives, task forces, and committees.
  9. Perform inventory procurement and control functions, and consult with and monitor performance of contractors.
  10. Investigate water protection, backflow prevention, cross connection, private fire hydrant complaints, emergency events, incidents, actions, and other related situations.

  • Knowledge of standard plumbing standards, practices, and procedures

Minimum Qualifications:

  • Graduation from an accredited high school or equivalent plus five (5) years of experience in plumbing, which must include one (1) year experience in public/municipal inspections or one (1) year experience as a licensed Backflow Prevention Assembly Tester (BPAT).


Licenses and Certifications Required: 

  • Texas Class "C" Driver License
  • Within six (6) months of employment, must obtain a Texas Plumbing Inspector License and a Texas Backflow Prevention Assembly Tester (BPAT) License


Water Protection Specialist Senior:


Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  1. Coordinate, direct, or conduct inspections and surveys of commercial and residential buildings and sites to ensure compliance with city, state and federal regulations
  2. Negotiate resolution and initiate enforcement proceedings of water protection and cross connection control issues of diverse scope and complexity.
  3. Review, process and negotiate plans, specifications, designs, and proposals with development representatives to achieve final plans in compliance with applicable regulations.
  4. Collect, process, analyze, monitor, and evaluate applications, registrations, contracts, schedules, Proposals, test and maintenance reports, and other documents to provide approvals, recommendations, and assess compliance with applicable regulations.

  8. Research, develop, review, interpret, recommend, and implement changes to specifications, standards, policies, procedures, codes, regulations, and ordinances.
  9. Develop, implement, and participate in public outreach efforts, training, initiatives, task forces, and committees; and conduct and make presentations for internal and external customers.
  10. Coordinate, direct, or conduct investigations of water protection, backflow prevention, cross connection, private fire hydrant complaints, emergencies, incidents, actions, and other related events.

Minimum Qualifications:

  • Graduation from an accredited high school or equivalent plus six (6) years of experience in plumbing, which must include three (3) years experience in public/municipal inspections or three (3) years experience as a licensed Backflow Prevention Assembly Tester (BPAT).


Licenses and Certifications Required: 

  • Texas Class "C" Driver License.
  • Texas Plumbing Inspector License
  • Texas Backflow Prevention Assembly Tester License (BPAT). 
  • Valid certification from the International Association of Plumbing and Mechanical Officials (IAPMO) on the Uniform Plumbing Code or valid certification from the International Code Council (ICC) on the International Plumbing Code.


Preferred Qualifications for both levels:

  • Knowledge and experience with plumbing codes, ordinances and regulations related to water protection, cross connection control, and back-flow prevention
  • Ability to work with complex commercial and industrial plan sets and job specifications to determine code compliance
  • Current Master Plumbing License with a Water Supply Protection Specialist endorsement and experience with commercial or industrial plumbing
  • Experience working with auxiliary/alternate water systems such as rainwater, gray water, well water and reclaimed water
  • Ability to demonstrate Basic computer skills in Microsoft 2016 Excel and Word, and the ability to learn new software and databases
  • Comfortable presenting to groups and representing an organization a a subject matter expert
  • Bilingual in English and Spanish
