The CFO Rules, SPAs and Waivers Coordinator (Rules Coordinator) reports to the Manager of Financial Management Business Support, under the Deputy Chief Financial Officer (CFO). Performs highly advanced consultative and technical assistance work for rules, state plan amendments (SPA’s) and waiver development within the Health and Human Services System, with emphasis on proposed fiscal impacts. The Rules Coordinator drafts and edits rules in accordance with Texas Administrative Code rulemaking guidelines; conducts research and analysis to determine and recommend approval for the fiscal impact of proposed rule, SPA and waiver implementation; and assists HHSC program staff in the development, determination, and writing of rule fiscal impacts. Works with team manager, Budget Management, CFO Leadership, Rules Coordination Office, Policy Coordination Office, and other program staff on the development of the rule preamble, rulemaking notification, and fiscal impact forms. Communicates with internal and external stakeholders, program and executive management and other relevant parties about rules status or emerging issues. Works under minimal supervision, with latitude for the use of initiative and independent judgment.


Essential Job Functions


Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.


Drafts and/or edits rules in accordance with state requirements and guidelines. Develops strong working knowledge of the HHSC Rulemaking process and Texas Administrative Code policies and procedures. Advises Financial Management and program staff on how to correctly draft and determine rule fiscal impacts. Coordinates with Legal and Budget staff on all rules projects. Facilitates and/or participates in internal and external agency workgroups. Provides guidance and assistance to staff on requirements and timelines for meeting desired or required effective dates. (35%)


May act as a liaison to other program staff concerning the SPA and waiver process. Provides input, technical assistance and guidance to staff (internal and other HHSC agencies) in the development and implementation of SPA and waiver fiscal impacts. Assists with negotiations and problem-solving. Keeps the team manager, Rate Analysis staff, and Rules Coordination Office informed of activities and emerging issues. Works with the team manager to assess existing policies and procedures for rules, SPA’s and waiver review and coordination processes. Makes recommendations for improvement. (25%)


Prepares and approves high quality written documents, project updates, summaries, presentations and other documents as needed. (15%)


Collaborates with Office of the CFO, Budget, program, and Government and Stakeholder Relations staff to assign and track agency cost estimate/fiscal note requests to completion and supports the implementation of adopted legislation. (15%)


Works with team, division management, and HHSC programs, to provide information, training, guidance, and technical assistance, identify needs and resolve issues. Provides, oral presentations and written materials as appropriate. Assists team members with HHSC Sole Source Cost Allocation (SSCA) certification, may participate in cross division committees and groups, and performs other duties as assigned. (10%)

Initial Selection Criteria


Bachelor's degree from an accredited 4-year college or university with a major in business administration or other relevant field of study. Experience in financial analysis, researching and analyzing federal or state laws, regulations and policies. Experience may be substituted for education requirement.
