TELEWORK

Staff who work in the Austin Metro will work in-office for one day, every other week, for a collaboration day as well as on an as-needed basis.

This position is a member of our Air Grants Division.


WHAT YOU WILL DO

As a part of the division’s Air Grant team, our Contract Specialist III will play a key role in achieving TCEQ’s mission. You would use your skills and experience to:

  • Administer contracts and provide assistance in the development of contracts and coordination of the contracting process under the Texas Emissions Reduction Plan (TERP) and other grant programs for the Air Grants Division of the TCEQ.
  • Participate in contract planning, development, and implementation. Maintain grant contract files to include contract correspondence, customer contact information sheets, contractual changes, and other documents in accordance with agency procedure.
  • Track the status of contract initiation, development, approval, and execution. Answers questions or finds information related to contract terms and conditions for agency staff, grantees, and/or vendors. Generate report on the status of contract development and execution. Reconcile database information with contract and fiscal files.
  • Manage and coordinate minor changes and full liquidations of contracts; and ensure completion in a timely, professional, and accurate manner in accordance to established policies. Coordinate grant closeout materials and ensure completion in a timely, professional, and accurate manner in accordance to established policies.
  • Assist in developing, updating, and maintaining approved contract shells for the grant program. Coordinate with agency legal and procurements staff on the review and approval of contract shells and other contract-related documents. Review and screen grant applications for completeness and eligibility. Assist with the intake and processing of grant applications, to include all processes of grant application review. Provide guidance regarding contract administration, policies, and procedure.

 

Qualifications

 

MINIMUM QUALIFICATIONS

  • Graduation from an accredited four-year college or university plus one year of fulltime experience in contracting or purchasing.

OR

  • Five years of full-time experience in contracting or purchasing. 
  • Note: Must obtain the Texas Contract Manager Certification (CTCM) within twelve (12) months of hire date.


PREFERRED QUALIFICATIONS

Experience with contract or grant administration.

Certified Texas Contract Manager (CTCM).

CURRENT TCEQ EMPLOYEES

This position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Contract Specialist III state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Contract Specialist III series.
