Emergency Management Coordinator
Summary: This position is responsible for coordinating and supervising emergency management and homeland security operations during natural or man-made emergencies and disasters, pandemics and acts of terrorism including program activities and community preparedness; Work must be executed with confidentiality, minimum supervision, and with exercise of independent judgment. Formal supervision, evaluation and direction for day to day, non-emergency activities are received from the Fire Chief. For other disasters and/or emergencies, supervision, evaluation and direction are received under the Fire Chief and/or City Manager.
Essential Duties & Required Qualifications
Essential Duties and Responsibilities include the following.
- Directs, coordinates and reviews the work plan for assigned emergency operations services and activities; monitors work flow; review; evaluates work products, methods and procedures; and meets with employees to identify and resolve problems.
- Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned emergency response programs, service delivery methods and procedures; and works with employees on the continuous improvement of services to citizens.
- Coordinate all disaster response or crisis management activities in the event of a disaster.
- Oversees and ensures the proper implementation of emergency operations plans for various emergency situations; and monitors the preparedness of emergency response staff.
- Ensures readiness and proper operation of the Emergency Operations Center and the Community Emergency Response Team.
- Collaborate with other emergency management personnel and local, state or federal officials when preparing for, responding to, or recovering from adverse events.
- Provide technical assistance and advice to City departments, school district, local businesses and other agencies and organizations in planning for the emergency and responding to disaster situations.
- Maintains the City's Emergency Operations Plan (EOP). Drafts and revises standard operating guidelines and other related documents. Deliberates with business and governmental representatives to assist in local emergency planning efforts.
- Participates in the development and administration of assigned program budget. Forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and recommends adjustments as necessary
- Prepare scenarios and procedures and coordinates training for local government officials, industries, and residents in conjunction with the exercising of emergency plans. This includes annual drills and exercises.
- Develop instructional materials for the public and hosting events for citizen and community groups; respond to inquiries from citizens concerning emergency plans and procedures.
- Recommend and arrange appropriate training for city staff, elected officials, local emergency management personnel, first responders, and citizens.
- Inspect and maintain facilities and equipment used in emergency management operations centers to ensure their functionality and readiness;
- Produce situation reports, broadcast reports and updates to the Mayor, City Manager, city department heads, and City Council.
- Attend seminars, conferences, workshops, classes, lectures, and other training required to maintain applicable knowledge, skills and abilities.
- Perform additional related duties as assigned.

Supervisory Responsibilities:
Is responsible for the overall direction, coordination, and evaluation of a department or function. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Supervises one or more direct reports, including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Required Education and/or Experience:
- Associate degree from an accredited college or university
- Five years of documented emergency management experience
- Ability to obtain Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers within one year of employment.
Preferred Education and/or Experience:
- Bachelor’s degree preferred from an accredited college or university
- CEM certification from the International Association of Emergency Managers
- Ten years of documented emergency management experience.
