Job Description:

The HHSC Office of Communications seeks a highly qualified candidate to fill the position of Strategic Communications Advisor.


Under the direction of the Communications Director, the Strategic Communications Advisor performs advanced (senior-level) work supporting internal operations for the Communications Director, Deputy Communications Director and Chief Communications Officer.


The Strategic Communications Advisor works under general supervision with moderate latitude for the use of initiative and independent judgment.


The ideal candidate has extensive experience with written communications, experience developing operational procedures and the ability to take initiative to advance the agency’s mission of serving Texans.


Job responsibilities include working with a team of professional staff in the development and implementation of projects, goals and objectives for the Office of Communications’ business operations.


The Strategic Communications Advisor oversees the development of guidelines, procedures, and policies related to major functions and projects; coordinates cross-division initiatives and assignments (e.g., legislative appropriations requests, operational plans, etc.); leads special projects; and assists with the development of talking points, speeches and other materials for HHSC executives.


Essential Job Functions:

Consults with the Office of Communications’ leadership to ascertain needs, identify appropriate resources and resolve problems. (25%)


Manages, develops, oversees, and evaluates short and long-term initiatives. Initiates projects, obtains authorization and commitment, and demonstrates business need and project feasibility. Ensures initiatives are completed within expected timeframes. Ensures the development and establishment of project goals and objectives are consistent with the leadership of the Office of Communications’ direction. (25%)


Establishes comprehensive strategies and methodologies for identifying, assessing, reporting, managing, and mitigating risk for projects. Identifies potential project risks and difficulties, creates risk contingency plans, and designs strategies to mitigate or avoid them. (25%)


Performs office administration duties relating to the department’s business operations. (15%)


Serves as liaison between the Office of Communications and other agency workgroups to coordinate participation in system projects. (10%)

Initial Selection Criteria:

Graduation from four-year college or university.


Experience working with executive level positions and stakeholders.


Experience with complex written communications and developing speeches for executive audiences.


Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.


This position has the capability to telework. Selected candidate must have the ability to provide a secure personal home internet service. The selected candidate must also have a home office location free from distractions that will provide the ability to ensure confidentiality of work product.
